While, at the same time, the current situation of our preschoolteachers is unsatisfactory, impeding the development of pre-school education.Compared with kindergarten teachers, our primary and secondary schoolsusually have surplus teachers. The main reason is due to the decrease of school-agechildren. Thus, through policy guidance surplus teachers at primary and middleschools into kindergarten, become a strategy of complementary channels ofkindergarten teachers."A number of opinions on the current development ofpre-school education" points out, the "surplus teachers in primary and secondaryschools through training of qualified can transfer to kindergarten.
