Folk music is everlasting in the5000years’ long history of Chinese civilization, just like ariver which never stops running. The folk music is the record of the different emotions of thelaboring people, and it is also a reflection of the Chinese political, economic and culturalconditions of different historical periods. That is to say, we can see the "big culture" ofChinese nations from the "small culture" of the folk music.With the approaching of the new century, we are facing a lot of difficulties in theinheriting of Chinese folk music and it is on the edge of extinction under the strong impact ofthe integration into the global economy and western modern civilization. In2001the statecouncil issued The Decision on the Foundation Education Reform and Development of StateCouncil and the ministry of education promulgated The Outline of the Reform of BasicEducation Curriculums, which clearly put forward that we would practice three-levelcurriculum management of state, locality, school. The Full-time Compulsory Education MusicCourse Standard (experiment draft) states in a part titled “development and exploitation of thecurriculum resources” that local education authorities and schools should develop musiccurriculum resources with local, national and its own characteristics in accordance with thelocal cultural and geographical environments and national culture and traditions.The Tongliao city of Inner Mongolia autonomous region has the largest population ofMongolians, accounting for almost1/4of the total number of the Mongolians. In the longtime social life and practice, the local Mongolians created their own unique music culturewith their which is rich and colorful with their hardworking and wisdom. The Tongliao city ishailed as “the hometown of China’s rural AnDai art” and “the home town of Chinese folksongs and art”. In2012the author carried on a survey with questionnaires titled “What IsYour Favorite Music Form?” among hundreds of pupils. According to the statistics of thesurvey,76%pupils like pop music and rock music while only8.4%pupils like folk music,showing children’s ignorance to the folk music under the strong impact of the pop music. Asthe folk music as a kind of culture heritage is lack of attraction among young people gradually,the inheriting of the folk music is our big concern.It is our great responsibility to pay attention to the music teaching of the ethnic region,which is of profound significance. We should know how to cope with the new curriculumreform demands to make a better use of folk music resources in music teaching to promote theinheriting of folk music in a dynamic way, and how to transform our concepts of musiceducation and teaching to fully develop and grab the essence and law of the art of music and to inspire pupils’ interest to learn their ethic music and awareness of the responsibility ofinheriting their folk music.The purpose of my research is to discuss the current status of the development of folkmusic’s school-based curriculum at the elementary school in Tongliao city and to analyze theproblems exist. There are four parts in my paper.The first part is introduction which consists of the background, significance and methodsof the research and explanation of terminologies.The second part is the research overview, including the explanation of terminologies, briefintroduction of the folk music resources, and the concept of school-based curriculumdevelopment as well as the discuss about the background of the school-based curriculum,domestic music school-based curriculum program and related researches.The third part is the analysis of the result of the research. I get to know the currentsituation of the music school-based curriculum program and analyze the problems of theprogram through analyzing the questionnaires filled by students and teachers of8elementaryschools in Tongliao, Inner Mongolia.The last part is the conclusion and suggestions. I put forward some reasonable suggestionsto solve the problems I found.
