Since the beginning of the21st century, China’s English education and training market accompanied by the reform and opening up and the socio-economic progress and rapid development. But which is also increasingly exposed many problems and contradictions. Liquidity problems of English teacher education and training institutions management issues and management staff is the most critical of the many problems and contradictions also affect the biggest problem this end we will be through market research and to borrow modern enterprise human resource management theory and the former person related research, in-depth analysis of these two major problems. We will study the development status and characteristics of the two major problems, analysis of its root causes, and some relief in staff recruitment systems and processes, staff training system and implemented within the organization performance management system as well as pay incentive mechanism constructive comments and suggestions of the problems and contradictions, to promote the healthy and stable development of China’s English education and training industry and its markets, and some theory to help provide for the future generations of English education and training system, the period in order to expand the field of education vision and rich educational science and human resource management theory play a role.
