On the one hand,a large number of education and training institutions are facing layoffs and bankruptcy.On the other hand,a large number of institutions have been included in the "white list" supervised by the government,and the concentration of education and training industry has begun to increase.Education and training industry is essentially a service industry,which exists as a supplement to public and academic education.If service-oriented enterprises want to improve their market competitiveness,they should first pay attention to human resources,especially for the education and training industry,the recruitment,training and management of teachers are particularly important.However,in fact,the vast majority of education and training institutions have not promoted human resource management to a strategic level for planning,and do not regard talents as the core competitiveness of the company.Education and training institutions often pay attention to enrollment,publicity and other links,ignoring teacher training and teaching quality supervision,which is not in line with the quality education advocated by the state.How to formulate strategic training policies for employees and how to actively respond to the problems faced by enterprises,such as how to reserve human resources,how to avoid layoffs,and how to actively respond to the national human resources training institutions.Taking DS educational institutions as the object,this paper focuses on the strategic planning of human resources under the background of "double reduction" policy.Firstly,it introduces the background and research significance of DS education institutions,investigates the current situation of education and training industry and learns the relevant theories of human resources strategic planning,so as to lay a theoretical foundation for this research.DS educational institutions are facing the pressure of policy and environment.Talents are the core competitiveness of educational training institutions.This paper believes that human resource management should be promoted to the height of enterprise strategy for planning.In combination with a variety of external environment analysis tools,this paper formulates an "investment oriented human resources strategy" that meets the needs of DS educational institutions: it not only uses its own training methods to build the staff of DS educational institutions,but also retains excellent teachers and trains staff through a series of human resources planning,so that teachers can focus on teaching and educating people,pay attention to teachers’ career planning,and cultivate teachers that meet the needs of the country and the people for enterprises.Through the established human resource strategy of DS educational institution,this paper formulates the corresponding quantitative objectives,quality objectives and structural objectives of enterprise human resources.At the same time,it formulates the specific objectives,measures and guarantees of DS educational institution’s talent strategy from the aspects of teacher introduction and training,salary system,etc.The problems studied in this paper also have certain reference significance for other education and training institutions under the background of the current "double reduction". |
