Era of knowledge economy, higher education career entered a new period of mass education and quality educational, came into being a new kind of education and talent, personnel training objectives from colleges and universities to help students to acquire knowledge, strive rose to build capacity higher stage of development of the personality. The emerging power of the independent colleges of higher education in China, China’s higher education an integral part of the early stages of development it continues to show strong vitality, but with the expansion of the size of the school, the increasing number of students, independent colleges is caught in a series of management and to continue the development of the predicament. In this context, this paper JZ EPRI independent institute for the study of the college students work counselors (hereinafter referred to as counselors) human resources management status and found:JZ EPRI school late, the speed of development, the the JZ EPRI counselor performance management system can not keep up the Institute as a whole needs of the development, performance management system, performance evaluation indicators and evaluation of the main cognitive performance management is very immature, so from JZ EPRI the students management counselors Responsibilities analysis, the use of KPI law investigation to determine the key indicators of the evaluation from the fixed target that job performance, the soft targets that the ability and attitude of the three dimensions, the establishment of the counselor performance appraisal system and the corresponding performance assessment methods. Constructed JZ EPRI counselor performance management system, the implementation of the safeguards proposed the instructor performance appraisal system.The content of this paper consists of six chapters constitute the first chapter describes the main content of the research, ideas, methods and suggestions for future research background, purpose, meaning; Chapter Ⅱ performance, performance management and other related theories and performance management processes and methods summarized below study provides theoretical support; Chapter Ⅲ analyzes the JZ EPRI counselor management situation analysis of the current the instructor performance management work the problems and the reasons; Chapter the use of KPI to determine counselor performance appraisal indicators, Chapter completed performance appraisal management system construction and implementation of the work of the counselor’s performance appraisal and management system for performance appraisal work; Chapter Ⅵ Conclusion and Outlook, the main points of the study are summarized and shortcomings in the study and directions for future research are described.
