In recent years,"public opinion" has become a hot research topic in journalism, communication, sociology, psychology, political science and other disciplines. However, for the education of public opinion is less involved.The education of public opinion refers to the dynamic process of education which is as the main participants of the event and its education’s attitude around the intermediary space, education events, development and change. As for its origin and development, including the subject, medium, process and results, the education of public opinion follows its own law of development. Education of public opinion in the spread of multi-directional, feedback, the reflux problems arising guide and regulate the practical requirements. Specifically, the paper is divided into the following sections.Part Ⅰ The meaning of the education of public opinion. This part starting from the public opinion the role of information science and journalism, combined with its own characteristics, occurred through the education of public opinion throughout the development of mechanisms to define the education of public opinion, thus highlighting the education of public opinion in the dynamic characteristics of the whole educational process. Then dig deeply the education consensus in educational events, educational practice in the role of public opinion, summarize the education law, starting from the group, regional, temporal, spatial angle, refined education characteristics of public opinion.Part Ⅱ The constitute of the education of public opinion.The main body through the occurrence, development, change, the end of the process of education and public opinion to summarize the education of public opinion. In the light of educational affairs, educational policies, the target of public educational opinions as well as the generation of public educational opinions, we illuminate practical issues, actual requirements, and directions for development of public educational opinions. The essence of education, characteristics of public educational opinions and current situations of control over public opinions are also taken into account in our illuminations.Part V Strategy of Consensus Guidance of Public Educational Opinions. Compared with suppressing the news in the control of public educational opinions, consensus guidance is preferred. The paper concludes general strategies we approach to lead the public educational opinions, including developing wide-ranging platform of information diffusion, establishing timely evaluation and selection mechanism of educational information and designing rapid intervention mechanism of public educational opinions. Since the unsteadiness of information, as well as lack of consciousness of crisis management will affect the launch of public educational and, to some extent, expand the influence of public opinions negatively, we introduce the monitor of secondary public opinions.Part VI Case Study of Public Educational Opinions. In this section, we combine the cases with principles and rules of public educational opinions which prove that our research will ultimately benefit the operation of public educational opinions.
