Research And Implementation Of Rule By Law Public Opinion Monitoring System Based On Rule And Emotion

In recent years,with the rapid development of the Internet and the rapid increase in the number of Internet users,the hotspots of various online public sentiment events have dramatically increased in the speed of formation and the range of influence.As the country's calls for building a society ruled by law have become increasingly high and citizens legal awareness has improved continually.It is an inevitable stage of China social development that the proportion of the public sentiment of the rule of law among various hotspots has been increasing year by year.Therefore,it is of practical value to design a corresponding public sentiment monitoring system specifically for the public opinion of the rule of law.On the one hand,it can control some online public opinion,and on the other hand,it can reflect the people's true demands of the rule of law and improve the level of social rule of law.This public opinion monitoring system is mainly based on whitelist rules and emotion analysis technology.It focused on the following three aspects: One is to realize the distinction between the rule of law public opinion and the general online public opinion.Through extracting the keyword of the rule of law text and combining with manual screening,this monitoring system makes a two-level rule of law public opinion keyword database.At the same time,considering the frequency of the key words and shallow syntax,it makes the whitelist rules which is under the rule of law in the public opinion and realizes the selection of the data about the rule of public opinion.The second is to realize the extraction of the events on the subject of violations of law and then make an abstract according to the specific rule-of-law public opinion,in another word,to realize the extraction of core elements in the rule of public opinion,such as the time,location,relevant person,suspects crime plots and so on.The third is to expand the sentiment dictionary based on the special vocabulary of the rule of law.Combining with the characteristics of special grammatical structure and sentence distribution,it can calculate the sentiment level of the summary of illegal theme events and the sentiment tendency of the rule of law public opinion.It can improve the ability of analyzing the public opinion of the rule of law from the above three aspects.At present,there are few public opinion monitoring systems for specific fields in China,and most of them are monitoring systems for themes and sensitive words or direct designation of website addresses in the corresponding fields.However,this system implements the monitoring of the public opinion of the rule of law through corresponding rules and sentiment analysis.On the one hand,this study deepens the application of public opinion monitoring in key areas and supplements the research on public opinion monitoring in the field of rule of law;on the other hand,it provides corresponding data and technical support for evaluating the impact of the public opinion of the rule of law and improving the effectiveness of the response to the risk of public opinion of the rule of law.It has unique economic and social value.
