At the same time learn from foreign experience the author gives some suggestions and countermeasures. This study concluded that the government should strengthen the development of pre-school education for pre-school education must invest the dominant position of pre-funding guarantee timeliness and effectiveness so as to effectively invest on preschool education. The investment should pay attention to methods blindly, change the financial allocation, so that optimal pre-investment structure, in order to effectively solve the problem of shortage of funds the development of pre-school education. In order to ensure the smooth arrival of all pre-school funding educational institutions, to legislate to ensure timely and pre-investment in place to enable pre-school funding law. In addition to government-led investment outside, but also wide community donations, the establishment of pre-school funding system, broaden the financing channels for preschool.
