Pre-school education is an important part of China’s socialist education,and is all education start,the starting point of the importance of education conducive to the future development of the students.The importance of pre-school education is evident in modern society,countries have enacted reform policies, to develop pre-school education,high-quality pre-school education is not only the foundation stage of lifelong learning and the development of individual,in a sense,narrow social differences, improve the quality, improve the international competitiveness of the most important strategies.This paper describes the purpose of the study begins and significance, content and related research at home and abroad were reviewed,collect and collate information on the content of pre-investment,and text are involved in defining the concept. At the same time learn from foreign experience the author gives some suggestions and countermeasures. This study concluded that the government should strengthen the development of pre-school education for pre-school education must invest the dominant position of pre-funding guarantee timeliness and effectiveness so as to effectively invest on preschool education. The investment should pay attention to methods blindly, change the financial allocation, so that optimal pre-investment structure, in order to effectively solve the problem of shortage of funds the development of pre-school education. In order to ensure the smooth arrival of all pre-school funding educational institutions, to legislate to ensure timely and pre-investment in place to enable pre-school funding law. In addition to government-led investment outside, but also wide community donations, the establishment of pre-school funding system, broaden the financing channels for preschool.
