The year 2008 is the 30th anniversary of the implementation of the "Reform and Opening up" policy. China has made significant achievements in politics, economy, culture and other areas over 30 years. Among these areas, the development of education, especially the higher education has attracted the worldwide attention. The investment in higher education plays an important role in the development of higher education. To a large extent, the development level of higher education depends on whether the funding for higher education is adequate or not, and whether the investment system of higher education is perfect or not. So what changes on earth have the investment system of our higher education undergone these years? Combing these changes and summarizing these experiences and lessons will be of great significance for us to further perfect the investment system of higher education.By means of the documentary research and historical research approaches, taking the transformation of Chinese investment system of higher education as our research target, this paper analyzes the motive and the contents of transforming of Chinese investment system of higher education. At the same time, the author makes a detailed analysis on the current situation of investment system of higher education on the basis of many scholars' research. It has been found that Chinese investment system of higher education has undergone major reforms since the Reform and Opening up. The funds for higher education are continuously increasing, and the sources of funds are also continuously expanding. Thus the initial pattern in which the investment of higher education mainly depends on government funding and a variety of ways of raising funds coexist, showing a trend of diversification of higher education investment, gives strong impetus to the development of higher education. However, there are a lot of problems and deficiencies in the investment system of China's higher education. For example, the government funding is insufficient, multi-channel sources of funding for higher education still need improved, how much the students should pay the tuition fees needs studied and the investment gap between regions is enlarging and so on.The author studies the investment systems of higher education in three developed countries: the U.S, Japan and Australia, aiming to perfect the investment system for reference. In the light of the existing problems and shortcomings, combining with the successful experiences of foreign developed countries, the author puts forward several countermeasures and suggestions to further perfect the investment system of China's higher education.
