As youngsters students are the hope of a country and the nation, their health and physique are of vital importance to the country’s future. Extracurricular sports centres are sports venue financed by the Provincial Party Committee and People’s Government of Fujian to improve the teenagers’ health and physique and meet the need for more sports venues. Focusing on the extracurricular sports centre of Pinghe County in Zhangzhou City, this dissertation analyses its construction, administration and operation status by using the research methods such as document analysis, fieldwork investigation, group interview, questionnaire, individual interview, mathematical statistics and logical analysis, in order to lay theoretical foundations for their healthy administration and smooth operation and provide some reference to the administration and operation of extracurricular sports centre in Zhangzhou City as well.The result shows that the construction of extracurricular centre for teenagers in Pinghe County has gained strong support from the provincial government and the prefectural government by offering construction funds and cutting all types of taxes; that the functional positioning is very clear and the site selection is comparatively scientific; and that the type and scale have met the standards and requirements of the province. However, the result also shows that the construction of functional areas is very rigid with little activity items, low utility ratio and poor fire fighting device; that there is no monitoring system, stands and markings in the prominent areas; and that the fund-raising channel for venue construction capital is very limited. Though the management of the sports centre is entrusted to Juvenile Sports School, which is more suitable for its management, there is a lack of management funds, expertise and administration bodies. Besides, the institutional construction and the propaganda also need improving. The stationing of the county’s Ping-Pong Association to the sports centre helps reduce the daily expenditure but conflicts with teenagers when using the venues. Although many people do sports in the sports centre, they lack in expertise guidance. Last but not the least, there is also need for the awareness of providing public sports services spontaneously, making the opening time more flexile and scientific, bringing in more activity items, diversifying organization and enhancing enforcement strength.
