Study On The Status And Development Strategy Of Shanghai Major International Single Event Sports Competitions Administration System

In this paper, we use literature,depth interviews, comparative analysis and induction methods to analyze Shanghai's six brand events. Based on the theory of public management,new public management,institutional innovation theory and so on, we focus on studying Shanghai major international single event sports competitions administration system through four phases during sports operation. we study and summarize respectively foreign cities'sports administration system. By comparing, we learn from foreign well-known urban management practices of large sporting events and find out the core of their sports administration under the co-exist condition of the public welfare and commercial. And by combined of the situation of Shanghai six events administration, we establish a new mode of Shanghai major international single event sports competitions administration system, aiming to solve the problem of the administration absence and dislocation.The results show that, from the view of sports size, structure and governance, the Shanghai administration of major international single-sport event, the Shanghai main problems in large-scale event, one occurrence of vacancy and dislocation of government functions, mainly the establishment of planning, planning Lack of implementation; sports group size and structure of the overall lack of control; a single event of loss of scientific decision-making; event subsidy mechanism for dislocation. Second, market failures, mainly caused by information asymmetry and monopoly failure.Research studies have not found the city had a separate establishment known as the "City event planning" document, but all cities have a long-term strategic goal of the event or principles, and have the corresponding organizations and systems to ensure goals, so the nature of planning see, they all have events planning.The common feature of famous international cities'sports events administration system can be concluded into there points. First, by strict compliance with government function of providing public products, the organizers use classification and grading management methods to assure the realizing of administration function. Second, the depth of government involvement is based on the nature of public goods provided government during sports operation of four phases ,event planning, hosting, operation, evaluation Third, through the separation of executive decision-making and implementation to reduce the burden on the government to improve administrative efficiency. The only difference remains in the executive organization and the depth involvement during the events operations.The results show that most famous city apply sports finance subsidy by purchasing of public products , this way is conducive to ensure that this tournament organizer with the government's goal is the same, incentive to provide more public welfare product organizer, but also help the Government to provide public goods functions to fulfill. In addition, the city most famous foreign competition and the promotion of the city will be the development of tourism into the city's long-term strategic goals. This goal can comprehensively reflect the market value of race and social values, but also operation and quantitative assessment of the merits.
