College education takes an important position in China’s higher education and doing a good job in college education has a positive meaning to the development of higher education in China. So instructors who teach in Vocational colleges including tertiary institutions in the traditional sense take a heavy responsibility because it is significant if their ability can perform the teaching requirements of China college education and even the entire higher education. It is must for managers in vocational colleges to be able to effectively measure the teachers’ability. In a nutshell, to figure out what kind of teacher is an excellent teacher is important. This is a prerequisite for scientific and rational management of colleges of teacher resources. So this paper attempts to build a rational and effective competence evaluation system for the teachers in vocational colleges.On the basis of existing research results and the iceberg theory, this paper builds the evaluation system of competence for teachers in vocational colleges from the significant and potential aspects by consulting with nine experts. The system includes two first indicators which have the significant and potential competence. And the significant competence includes not only three second indicators including knowledge, abilities, and basic information but also thirteen third indicators; the potential competence includes not only three secondary indicators such as motivation, attitudes or values and self-image but also ten third indicators. In conclusion, the scale contains35issues.Using the analytic hierarchy process and combining with the expert scoring method, this paper separately computes the weight for each index group and the overall goal. The result shows that the weight to the overall goal is equal for the significant and potential competence and the weight is0.500. For significant competence, the three variables of basic information, ability and knowledge contributes to the weight vector (0.1309,0.4346,0.4346). And for potential competence, attitudes or values, self-image and motivation weights the vector (0.3586,0.1410,0.5004). For the third indicator, the top five in contribution to the overall goal is planning (0.1616), work purposes (0.0886), teaching philosophy (0.0831), professional ethics, and dedication (0.0727), and language skills (0.0682). In general, the weight of the top five indicators accounts for47.42%in the overall goal.Take the part data in Jiangsu Economic College for example, this paper measures the scores about the comprehensive competence, significant and potential competence and six second indicators on the basis of the vocational colleges teachers’ competence evaluation system. Then this paper slightly revises the evaluation model. According to the calculation results about competence and combining with the measure results about sample performance, we confirm the positive correlation between the evaluation results and the samples’ performance by using bivariate correlation analysis. So it is confirmed the rationality of this model.Finally, in the case of the model validation is verified and the results of the competency evaluation is recognized, this paper divides the samples into three categories equally from low to high according to the competency level measurement results. Then it evaluates the overall teachers about their competence by using fuzzy comprehensive evaluation method. The evaluation results show that the institution teachers’ competence is at a low level, and their potential competence is at a medium level. In a nutshell, the instructors’ comprehensive competency level who in the sample institutions is not high. On this basis, this paper puts forward measures and suggestions to raise the level of teachers’competence in vocational colleges.
