High School Mathematics Curriculum Standards (test) pointed out in the overall goal of the course that High School Mathematics Curriculum should be on the basis of the nine-year compulsory mathematics curriculum, to further improve the mathematical literacy as future citizens, to meet the personal development and social progress. Even though the High School Mathematics Curriculum Standards emphasizes so much on the importance of mathematical literacy, it does not give the meaning of Mathematical literacy; Some people often use the "mathematical double base" or "mathematical abilities" in their teaching instead of mathematical literacy. High School Mathematics Curriculum Standards also did not give the test method of mathematical literacy. We often use the exam scores to evaluate the level of mathematical literacy. As a result, clarifying the meaning of mathematical literacy, survey on the current mathematical literacy of high school, as well as the study of high school mathematical literacy development strategy has become urgent problems in secondary school mathematical education research.In this paper, the method of literature and investigation are adopted. According to the research of scholars at home and abroad on the mathematical literacy, I analyze the characteristics of mathematical literacy, and then give the meaning of mathematical literacy, combining mathematical education theory. Then I investigate the current mathematical literacy status quo of senior students of high school, and based on that, initially propose mathematical literacy development strategy of high school. Conclusions are as follows:Firstly, the meaning of mathematical literacy. Mathematical literacy refers to comprehensive characterization that experience mathematical education, within mathematics culture, and ultimately form a rational treatment of mathematical skills, mathematical way of thinking, mathematical application awareness and mathematical application ability on the basis of the existing mathematical knowledge and experience.Secondly, mathematical literacy status of China’s high school students. The TIMSS project is adopted as testing mathematics literacy of178third year high school students, by analyzing the test case, conclusions are as follows:Too much emphasis on the double-base teaching, the all-round development of students’ mathematical literacy is ignored; We pay more attention to textbook teaching, ignoring the practical application of the atmosphere to create; Focusing on the student’s regular operations and operator training, we neglect to culture understanding and problem solving.Thirdly, the preliminary construction of the development strategy of senior high school students’ mathematics literacy. On the basis of analyzing the present situation of China’s high school students, mathematical literacy, the development strategies mathematical literacy are initially proposed:The creation of realistic problem situations, a comprehensive platform for the development of mathematical literacy is built; The creation of the application of mathematics atmosphere, teachers excavate from the materials to the social teaching resources; The creation of communication, cooperation classroom learning environment, teachers encourage students to actively mathematical communication.The innovation of research:firstly, the first survey and analysis about the status quo of China’s high school mathematical literacy that lay the foundation for further study of mathematics literacy. Secondly, based on the meaning of mathematical literacy, combined with the present situation of China’s high school students, mathematical literacy, the senior high school students’ development strategies of mathematical literacy initially are proposed.Follow-up study:firstly, for some reasons, the proposed senior high school students’ development strategies of mathematical literacy that do not apply in the actual teaching, then further research development strategies need to be applied to teaching practice, for subsequent amending and revising. Secondly, the small number of high school students are tested in this study, leading to data have a certain deviation, so the next step is to make a comprehensive survey of status of mathematical literacy of senior high school students.
