From" national common language law" promulgated and implementedsince the Inner Mongolia autonomous region, the implementation ofbilingual teaching in ethnic minority middle and primary schools has a totalof502,250600students, respectively, the total number of primary andsecondary schools in the region and the total number of students in the12.46%and8.64%. In recent years, Inner Mongolia is carried out seriouslyfulfil the state language law laws and regulations and policies, to strengthenthe construction of legal system of the language, improve language workmechanism, extensive promotion of Mandarin, the standardized Chinesecharacters, language work made great development. Bilingual teaching isthe goal of learners using both native and Chinese thinking, in between thetwo languages according to delivery during object and work environmentneeds to be free to switch. Bilingual teaching is in line quality education toexplore a new breakthrough, can not simply be equated to strengthenChinese bilingual teaching and bilingual teaching, by trained personnelshould be the Han people and the compound talents.Target of bilingual teaching is that learners can using both native andChinese thinking, in this two languages according to the communicationbetween objects and work environment needs to be free to switch. How tomake students master the bilingual, bilingual, the final formation ofbilingual thinking, we are in the city of Hulun Buir District of MongoliaPrimary School Bilingual Hailar family teachers’ teaching ability survey forthe four aspects were investigated, namely the analysis ability of bilingualteaching materials, bilingual teaching in the course of language expressionability, design ability of bilingual teaching and bilingual teaching teachingability. Also on the above four aspects in the future in the course of bilingual teaching should be how to solve the problem of improving providespractical solutions. In addition the bilingual education is quality education toexplore a new breakthrough, can not simply be equated with bilingualteaching and intensive Chinese, through in-depth analysis of students’learning of language in the process of psychological mechanism, to furtherexplore the bilingual teachers’ bilingual teaching model, in this model ofteaching gradually to find teachers the teaching ability of some existingproblems and solutions." Mongolian and Chinese bilingual education" has been thedevelopment of ethnic education in Inner Mongolia and the emphasis of thereform of primary school, bilingual education bilingual education as thefoundation stage, the individual ’s life and the inheritance of ethnic culture ishaving inestimable effect. Strengthen the building of the contingent ofbilingual teachers, improve the national school quality of teaching, theteacher is the key. The building of the contingent of bilingual teachers ofethnic education development as the key task, bilingual bilingual educationteachers are the main task of the undertaker and the implementation, theteaching ability of bilingual teaching quality plays a decisive role. So forbilingual teaching in the Inner Mongolia Autonomous Region languagework has important significance to the whole of the Inner MongoliaAutonomous Region, construction of teachers’ team also has importantguiding significance.
