However, Inner Mongolia is located in Erdos City" Golden Triangle", the private education has various forms, but one of the most important private schools, development speed is far less than other types of development of private schools, not to mention and breathe out, packet of two, compared to the. Thus, it is not difficult to see that private education lags behind the development of Erdos city. So, how to take advantage of the Non-government-funded Education Promotion Law" promulgate and carry out, to get rid of restriction of Erdos private education development, becomes suspends in Erdos City, many educators face problems.In this paper, using the methods of questionnaire and interview, analysis of Erdos City private school development present situation, including the development history, regional distribution, type of school, school size, school principals and teachers, students constitution, assets and facilities; also on Erdos City private primary and secondary school characteristics are summarized, including the in four dimensions, respectively, class teaching, boarding management, foreign language teaching and the characteristics of courses strengthen. In addition, through the consult massive literature, understanding of domestic and international about private schools during the development of the situation, combined with the local reality, induction and analysis of Erdos City private schools, the existing problems in the development process. Mainly in the following five aspects:the first is the direction of running a school problem, this problem is mainly manifested in the" concept of running deviation" and" operation no funds security"; followed by the infrastructure problem, this problem is mainly manifested in the" teaching environment to be improved" and" teaching equipment old"; is a teacher again level of problems, these problems are mainly reflected in " the teacher troop is unstable" and" comprehensive treatment is not balanced"; then the management system, the main problems in the" administrative management is not in place"," the principal functions of a lost" and" the inner workings of confusion"; the last is education, these problems are mainly reilected in " education system is not sound"," the quality of teaching is not optimistic" and" moral education is not perfect".Therefore, whether the private schools in their own, or government departments, all should be aware of the seriousness of these problems, and actively develop and take various measures to solve these problems as soon as possible. Various private schools, should establish the correct values of education, a correct understanding of themselves to the development of primary and secondary education significance; for the private school’s principal character, should be with the public school principals, enhance the function of the whole school, so as to enhance the cohesion and centripetal force; all private schools also in the internal management, improve the quality of teaching, incentive mechanism and carry out the moral education work and more work.
