Research On Current Situation And Countermeasure Of The Opening To Society Of Gymnasiums Of Primary And Secondary Schools In Jinan City In The New Situation

The gymnasiums opening to the society is a new way to improve its utilization rate and meet the people’s needs for exercise.It is also a new requirement to implement the "Opinions of the State Sports Administration of the Ministry of Education on Promoting the Opening of School Gymnasiums to the Society".It is a new mission to implement the national strategy of national fitness and health in the new era and accelerate the construction of sports power.At present,we still see some problems of low opening rate and inactive opening in some areas of our country.It is primitive to strengthen the research on opening of gymnasiums in the new era,new policies and new situations,and actively promote the opening of local school gymnasiums to the society.By the methods of literature research,questionnaire survey,field survey and mathematical statistics,this paper investigates the current situation of the opening of primary and secondary school stadiums and gymnasiums to the society in Jinan urban area in the new situation,understands the current situation,finds out the existing problems when it opens,and puts forward corresponding reform strategies to further promote the stadiums and gymnasiums of primary and secondary schools in the urban area of Jinan City open to the public.The conclusions are as follows:1.The number of primary and secondary school stadiums in Jinan city is abundant and variety.Most of the stadiums are idle while meeting the needs of teachers and students in the periods of weekdays,winter and summer vacation,holidays and so on.2.The opening rate of Gymnasiums in primary and secondary schools in Jinan city is 12.8%,which is low.The opening rate of gymnasiums is mainly composed of the outside ones,the second by the indoor ones.The main opening objects are variety such as community residents and social organizations,opening operation gives first place to free of charge,and the second by combination of paid and unpaid,the opening management is based on the self-management,supplemented by other management,and the source of the stadium’s funding depends on the supports of the government and other relevant departments.3.36.2% of the non-open schools satisfy the conditions for the openingof gymnasiums,19.0% of the non-open schools have the intention of opening up and schools have a lower willingness to open;the main problems affecting the opening of gymnasiums are safety,management,conditions,policy,funding and awareness.4.Urban residents and school teachers and students have a strong willingness of opening primary and secondary school stadiums to the society in Jinan City,which is supported by most of them.5.There are some problems about the opening of gymnasiums to the society in primary and secondary school in Jinan as followed: the lower attention of government and the inadequate implementation of policies;the number of schools open is small and the regional opening is not balanced;the opening conditions are few and the schools not open are not active;the opening times is relatively short and the opening type is relatively simple;the professional management personnel are few,the level of comprehensive management is low;the investment of funds is small and the capital is not active.The source of gold is relatively single;the security needs to be improved,the insurance purchase is not active;the propaganda work is not in place with its propaganda effect being not obvious.6.In the new situation,the Countermeasures for the opening of primary and secondary school stadiums and Gymnasiums in Jinan City to the society are as follows: defining the situation,emancipating the mind,raising awareness and actively implementing the new policies;developing and popularizing new models and actively launching new pilot projects;improving infrastructure construction,establishing inspection and evaluation system;reasonably prolonging the opening time,appropriately expanding the opening types;and increasing the training of professional talents.With the introduction,improve the level of comprehensive management;expand sources of funds,increase investment in open funds;strengthen campus security,promote insurance purchases;increase open publicity efforts to create an open atmosphere of gymnasiums.
