The17th party congress made strategic plan of "gives priority to thedevelopment of education, constructs the powerful nation of human resources ",as a major force in higher education, the rapid of China’s private highereducation develop rapid, private universities students have accounted for20.8%of the ordinary university students."Long-term education reform anddevelopment plan (2010-2020)" also points out that that we should vigorouslysupport private education, but in the face of development opportunities, toomuch energy is on the challenges and solving problems. As we all know, thequality of teachers in private colleges and universities determines the privateeducation, the quality of teaching. The key to the development of privateuniversities is to establish a high-quality, reasonable structure, incentives andeffective, stable and motivated teachers. And to establish such a teacher team,private universities must make a scientific and reasonable teacher performancemanagement system, design effective performance evaluation content, assessment procedures and evaluation methods.This paper combines the literature analysis and the theory discussion asthe research method, with Qingdao Feiyang Vocational&Technical College asthe study object, references human resources management, performancemanagement, organizational behavior, management and other aspects ofmonographs, periodicals, magazines, read some of the private universities andbusinesses on performance management, for a variety of problems of QingdaoFeiyang Vocational&Technical College at the performance management,using practical work, anglicizing various factors, using mathematical methodsto analyze quantitative and qualitative analysis of good combine to form asimple operational evaluation system, conducts a systematic study for thehuman resources management, performance management mechanism.This paper believes that the first thing Qingdao Feiyang Vocational&Technical College should do is to transfer the traditional personnelmanagement into human resource management, the simple performanceassessment into the systematic performance management. Starting from the jobanalysis and job description preparation, which is a prerequisite for the effective implementation of performance management. Performancemanagement is a four-stage cycle of improvement process of performanceplans, performance monitoring and counseling, performance evaluation,performance feedback and results of application. Performance Management istightly integrated with the development strategy of college, is serving forachieving the Development Strategy of college, should manage the collegefrom College strategic. In the performance appraisal process, using360-degreeperformance appraisal method, the direct leadership, colleagues, teachersthemselves, students, teaching supervision of five main assessmentsparticipates. Based on the principle of establishment of key performanceappraisal system, this paper establishes the evaluation index system ofQingdao Feiyang Vocational&Technical College teachers performanceappraisal which mainly focuses on ideological and political work, teaching andresearch work, social services and cultural inheritance and innovation. Finally,this paper combines the reality of Qingdao Feiyang Vocational&TechnicalCollege and proposed security measures of the performance managementsystem implementation. This paper is divided into five parts, the first is the introduction whichdescribes the research background and significance, research status, researchideas and methods of this paper; the second describes the basic theory; the thirdpart analysis the fact of teacher performance management, problems, andAttribution Analysis of Qingdao Feiyang Vocational&Technical College; Thefourth part designs teacher performance management system of QingdaoFeiyang Vocational&Technical College for the existing problems; the lastparty is the summary of this paper.
