| When policy implementation is affected by many factors and fails to achieve the expected goals,implementation obstructions appear.The obstructive behaviors of policy target groups due to interest disputes are often the main factor that obstructs policy implementation,and the interaction and adjustment between the policy execution subject and the target group becomes the key link in the elimination of the obstruction of policy implementation.The contradiction between Shantou’s limited road resources and the large-scale use of motorcycles has been a long time,and out of considerations such as maintaining traffic safety,regulating traffic order,and improving urban management,the government put forward the policy of “No Motorcycles and Limit Motorcycles” as early as the end of the twentieth century.However,because of the humid and hot seaside climate and the underdeveloped public transportation,the implementation of the policy that ignores the needs of residents has little effect.The specific implementation process of the policy is actually an interactive process with the target group in a specific implementation situation.The acceptance of the policy measures by the target group with independent consciousness and option under informal rules such as customs and traditions directly affects the implementation effect.The interaction theoretical model of M.Mc Laughlin emphasizes the interaction between policy executors and target groups and the balance of value between the two parties,and he emphasizes the use of the "interaction-feedback-optimization" cycle mechanism to break the one-way policy implementation dilemma and eliminate policy implementation obstructions.This paper takes the interaction and adjustment of the policy implementation subject and the target group as the point of penetration.Firstly,it sorts out the implementation process of Shantou’s “No Motorcycles and Limit Motorcycles” policy and the difficulties it faces.Secondly,with the help of Mc Laughlin’s interaction theoretical model and by using the method of in-depth interview and case study,this paper identifies the value option and behavioral preference of the implementors and target groups of Shantou’s “No Motorcycles and Limit Motorcycles” policy,and analyzes the interaction mode and interaction process between the policy implementation parties.Finally,it puts forward suggestions on measures to eliminate policy obstructions in terms of improving the interaction mechanism,enhancing policy awareness,and improving the policy environment.The study explored the deep-seated causes of obstacles in the implementation of Shantou’s “No Motorcycles and Limit Motorcycles” policy from the perspective of policy implementation interactions.And proposed localized solutions for the elimination of obstacles,which have important practical significance for Shantou’s traffic safety and urban management.At the same time,it is also an effective application of the interaction theoretical model in the field of “No Motorcycles and Limit Motorcycles” policy. |
