With the extent of China’s aging population continues to increase, the pensionproblem has become one of the primary problem of our government to be solved.Increasing the proportion of the elderly population to bring a range effect ofsocio-economic development, industrial structure and cultural development. So,underthe Chinese aging population increased rapidly background, from the reality of Chinesenational conditions, this paper analyzes the development of China’s pension serviceproblems and shortcomings, learn from foreign advanced experience of NGOparticipation in pension and explore a new model of diversified endowment,established and perfect for Chinese economic and social development of pension servicesystem can help China solve an aging population problem better.In this paper, NGO participation in pension service as a starting point, throughliterature research, analysis of the existing main pension model strengths andweaknesses. Analysis of the existing state pension services in South Gate District,Changchun City. Under the guidance of theory, through the U.S. government, theJapanese government and the successful experience of Hong Kong NGO participationin the pension made reference and learning, suggestions and countermeasures of NGOparticipation in the pension services.Paper is divided into six parts, the first part is an introduction of the backgroundpaper, purpose, significance, and the whole idea; second part of the thesis points outthe theoretical basis of related concepts and research; third part the current status of ourelderly population pension analyzed and South Gate District, Changchun City, pensionservices, based on the investigation of community home-based care NGO participationstatus and pension services. Pointed out that the existence of the current problems and the causes of pension service issues; Part four respectively contrapose the U.S., Japan,Hong Kong and NGO participation in pension service experience comparative analysis,summarizes NGO participation in pension service experience; fifth part is pointed outthe difficulties and problems of NGO participation in the pension services; section sixpresents the countermeasures and suggestions of NGO participation in pension.
