A Case Study On The Construction Of The “9073” Pension Service System Of Chengdu

With the development of China’s social economy, the quality of people’s life and health care have been improved obviously, while the average life span has gradually extended. Since the 1980 s, China’s one-child policy has brought out an outstanding effect that the aging population accounts for a large proportion of the total population, which has caused more and more social problems. In order to avoid various kinds of other social problems derived from the aging population, the Chinese government at all level starts to explore solutions to deal with the ageing population.Like many other large and medium-sized domestic cities, Chengdu is also faced with the ageing population. On account of the change of population structure, shrink of family size and weakened of family care function, the traditional way of endowment for a single family is unsustainable. The number and scale of pension agency is so limited that the beds are insufficient. Taking the advantages of basin climate and flatlands, Chengdu is famous for its livable life and attracts a large number of local and nonlocal aging people to live out their life in retirement, which brought more challenges to Chengdu’s social endowment service. Chengdu needs to explore an effective path to fit the development of urban pension services. Under the current conditions, "9073" endowment service system becomes the first choice for China, which can not only meet the psychological needs of older people, but also ensure the irreplaceability of institutions endowment by taking use of community resources to develop the city endowment service in existence.The paper aims to provide reference and enlightenment for many other cities and regions with the same problem of aging population, through the case study of the practice of “9073” pension service of Chengdu government. The research mainly uses the method of qualitative analysis, in association with quantitative analysis. The author has had a relatively comprehensive cognition of the case of the practicing of “9073” pension service of Chengdu government by the means of accessing to information, literature review and interviews. The main research contents are the parts of reasons, results, development conditions and infrastructure improvement of the practice of “9073” pension service of Chengdu government. Based on all the research, we further propose suggestions on how to promote the development of pension service industry. Firstly, improve the public service and adjust the functions of the government. Secondly, improve infrastructure and build carrier for pension services industry. Finally, optimize the development conditions and promote the development of pension services industry.
