The village two committees is the foundation of the party in the rural work and affect the success of the new rural construction.However,the study of performance evaluation of the village two committees in China started lately,and the related theoretical guidance is still not perfect.There are some defects in town government’s performance evaluation for the village two committees,such as disconnecting with agriculture and rural development strategy, pursuiting short-term interest, ignoring the villagers’requirements, distorting value orientation and so on.These problems weaken the effective role of the village cadres seriously.Based on the advantage of the balanced scorecard,this article take town G for example to build a set of the balanced scorecard performance evaluation index system for the village two committees.At first,this article expounds the research progress of performance evaluation method and the balanced scorecard performance evaluation of the public sector at home and abroad,and the concept of the village two committees and the balanced scorecard. Secondly,it is introduced that the basic situation of agricultural and rural development in town G,the "four haves" strategic target of town G and the existing performance appraisal index system of target responsibility system for the village two committees.The problems of existing performance evaluation index system are analyzed,and the necessity of the introduction of the balanced scorecard is put forward.In reference to a large number of literature at home and abroad and the practicing performance appraisal case for village cadres,I reconstruct four dimensions of the traditional balanced scorecard to adapt to the village two committees,and the four dimensions are income-generating,public service,inner management and learning growth.The strategic map is made to divide the strategy of "four haves" into an executable module set,then these modules as indicators of Grade-two is decomposed into a series of indicators of Grade-three to form the first round of the performance evaluation index system.To improve the index system in the first round,I invite several experts and county-rural cadres in town G to discuss index system in group in order to form the final balanced scorecard performance evaluation index system,including4indicators of Grade-one,16indicators of Grade-two and57indicators of Grade-three.At the same time,the group construct judgment matrix to determine the weight of each index with9/9~9/1scale,which is more effective than9-1scale.Finally,to ensure the smooth implementation of the balanced scorecard performance evaluation index system for the village two committees in town G,this article puts forward the corresponding security measures.This article not only designs a set of relatively scientific balanced scorecard index system of the village two committees for town G,but also provides certain reference for other areas in China to use the balanced scorecard to design performance evaluation index system of the village two committees.
