Government performance management is not only an important way to measure the effectiveness of government work and management,but also an inevitable requirement to enhance the strategic work deployment of governments at all levels in the new era.With the deepening of management theory research and the accumulation of exploration experience in practice,the government performance management system is also constantly bringing forth new ideas.In recent years,with the steady development of China's economy and society,the level of urbanization has been rising,and the importance of urban construction and management has become more prominent.The Nineteenth National Congress of the Communist Party of China has made a new strategic plan for the overall planning of urban and rural areas,the balanced development of urban and rural areas,the construction of housing security system and the supervision of project quality.Therefore,under the new situation,the mission and task of the urban construction system at the municipal level are more arduous.In order to ensure the smooth development of all kinds of work and improve internal and external satisfaction,the Hangzhou Urban and Rural Construction Committee,based on the "Hangzhou 13 th Five-Year" Performance Management Master Plan"and other programmatic documents,promotes work initiative and mass satisfaction through performance management.Based on this,this paper takes Hangzhou Urban and Rural Construction Committee as an example to study the performance management of Hangzhou Urban and Rural Construction Committee,using the theory of public sector performance management,new public management and service-oriented government,through literature induction,case analysis,questionnaire survey,interview survey and balanced scorecard,etc.Question.Firstly,the current situation of performance management of urban and Rural Construction Committee in Hangzhou is analyzed.Secondly,the problems existing in the performance management of urban and Rural Construction Committee in Hangzhou are studied,and the causes of the problems are further analyzed.Through the research,it is found that the main problems in theperformance management of Hangzhou Urban Construction Committee are single management subject,unreasonable evaluation index system,backward management methods.Results There are four aspects of insufficient application.The main causes of the problems include the disconnection between performance management and organizational strategy,the lack of scientific theoretical guidance in the performance management index system,the imperfect management system and the lack of closed-loop management.In order to solve the above problems,on the basis of defining the principles and methods of performance management of the Urban Construction Commission,five suggestions are put forward:establishing correct concept of performance management,improving relevant management system,establishing a scientific evaluation system,and strengthening theoretical guidance and application of results.Through this study,we can enrich the theoretical research results of government performance management in urban construction system at the theoretical level,and provide theoretical guidance for the index system,weight and specific application of government performance management in urban construction system.At the same time,it can also provide reference for the improvement of the performance management framework system of Hangzhou Urban and Rural Construction Committee.
