| Government performance management is not only the core tool of public management and reform,but also an important measure to build a service-oriented government.In the report of the 18th National Congress of the Communist Party of China,it is mentioned that "innovating administrative management methods and promoting government performance management".Therefore,promoting government performance management is the general trend,which is also conducive to improving the government’s credibility and executive power.In 2019,China proposes to transform "institutional advantages into governance efficiency",and a perfect government performance management system is an important guarantee for the improvement of government governance efficiency.Based on this,this paper takes s Urban Construction Bureau as an example,using the methods of data collection and questionnaire survey,designs a questionnaire to understand the current performance management system of s Urban Construction Bureau,analyzes the main problems and causes of its performance management system,and introduces the balanced scorecard method to improve its performance management system,Enrich the research results of government performance management in China,and provide reference for other government departments to carry out performance management.First of all,this paper designs a questionnaire to understand the opinions of the staff of s Urban Construction Bureau on the current performance management system.Through the analysis,it is found that there are some problems in the performance management,such as the single assessment subject,the complex assessment indicators,the outdated assessment methods and theories,etc,The performance appraisal index system is lack of scientific theoretical guidance and the results are not fully used.Secondly,this paper analyzes the applicability and feasibility of introducing Balanced Scorecard into the performance appraisal of s Urban Construction Bureau.Finally,based on the balanced scorecard method,this paper designs the performance management index and builds the model of s Urban Construction Bureau,and puts forward some management suggestions. |
