Disability, often accompanied by pain and torture, as well as a variety of stigma and discrimination。 With the continuous development of China’s economy, more and more people’s social security concern for the protection of children with disabilities, voices are increasingly high. Most of our children with disabilities living embarrassment, not like the sound of children, to enjoy proper education, health care and other basic services. Safeguard the basic rights of children with disabilities, as they create a good living environment; improve their quality of life, for the construction of harmonious society in China has an important significance.This article uphold the concept of humanitarian concern doctrine, the current situation of children with disabilities in Anhui welfare for a more in-depth study. Framework of this paper are as follows: firstly introduces the background and significance of the topic, literature review and research methods and research. Secondly, from the theoretical part of this paper introduces the definition of disabled children as well as child welfare, and describes the theoretical basis of this article. Then combined with actual data and related information on the status of the existing welfare of disabled children in Anhui were investigated, describes the relevant indicators of child welfare organizations, Anhui disability policy system, institutional systems and the development of children with disabilities, and certainly the results achieved, then causes of disability in the child welfare Anhui Development and the resulting problems trying to analyze. Then introduce foreign welfare system for children with disabilities, and to conscientiously sum up the advanced experience. Finally, to address these issues, drawing on the useful experience of advanced countries in terms of welfare services for children with disabilities, combined with the actual situation in Anhui Province, made the following recommendations: improving welfare policy for children with disabilities and the legal system; sound disabled child welfare management system; increase of children with disabilities welfare funding; increase the development of non-governmental organizations; perfect family adoptions and foster care; do fallback role of child welfare agencies.
