The growth of disabled children need the care and help of the whole society. To improve the level of educational benefits is significant for the constriction of the harmonious society. From the angle of social welfare, the article takes methods of literature research, questionnaire survey and semi-structured interviews with the actual status analysis to discuss China's status and problems of educational benefits of disabled children. The article discusses the educational benefits of the disabled children in China with learning from the successful experience of the developed countries. Form the microscopic point of view, the article takes the special education school in X county as the research site.The article discusses basic facilities, total enrollment and type of disability of students, forms of teaching and subsidy. Moreover, it describes the participation of social forces.In this county, the educational benefits starts relatively late, a lot of questions exist yet while fast-developing. So this thesis chooses this county, the representative of many small and medium-sized cities, to conduct this research. This research found that the education for disabled children welfare in X county has made phased achievement at present stage. A growing number of disabled students'right to be educated is guaranteed. The school's environment construction is steadily progressed. Students'subsidies are increasing.Studies have found that the education for disabled children welfare in X county also has some problems, mainly manifested in the following aspects:the imperfection of the relevant laws and regulations, insufficient financial input and the discontinuity education phase, the weakness of the teaching staff, the loss of household supplies, the weakness of the social support system and so on. These problems influence the further development and improvement of the welfare education for the disabled children.Comparing with the successful experience of educational benefits for disabled children in the United States, Japan and the British, the article found that in the process of policy implementation is different. There are detailed laws and regulations, adequate financial support, advanced social idea instruction and the participation of social and family aspects in the developed countries. These factors promote each other and promote the development of educational welfare for disabled children's. In contrast, there is not enough attention paid to educational welfare in small and medium-sized cities in China. There are many problems in the process of implementation.This paper argues that, to promote educational welfare for disabled children should not only rely on a single subject. This question must be considered in all its bearing. In order to guarantee the right to education for disabled children, the government should perfect the relative educational laws and regulations, clear about the government and the department environment legal liability content, increase financial input in educational welfare for disabled children to ensure that it can run correctly and improve the education system. Government departments need to carry out extensive social mobilization to play the roles of non-government organizations, communities and families to improve the present condition of educational welfare for disabled children from multiple sources.
