Study On Social Work Intervention In Children Welfare Service From The Perspective Of Welfare Pluralism

The construction of the child welfare system has gradually attracted the attention of academics and the government.However,the topic of how to construct a moderately inclusive child welfare supply system is still in the exploration stage of individual provinces and cities,while other provinces and cities are gradually popularizing as non-pilot areas.Inclusive child welfare services.More importantly,the academic community currently lacks an in-depth understanding of the welfare responsibilities and existing difficulties of the inclusive child welfare system.Therefore,the individualized differences in the implementation of this policy system should be highly valued.With the hot debate on children’s welfare issues,China has made more policy improvements in the field of child welfare.The child welfare model has changed from vacancy to moderately inclusive,but there are still some problems in the provision and delivery of benefits.This study takes the moderately inclusive child welfare system as the research object,and focuses on the independent exploration of the child welfare system in the non-pilot area under the national policy framework.Taking the child welfare work carried out in the Y district of Guangzhou as an example,the author conducts a survey on relevant situations,uses qualitative research methods,and learns relevant materials for moderately inclusive child welfare through literature research,and conducts semi-structured interviews in the Y district(child welfare).Service staff,social workers,field observations,etc.collect empirical data and analyze how to optimize and improve the child welfare system.The study found that in terms of the main body of welfare provision,it is based on the government,mainly adopting the welfare provision model of political and social interaction.In terms of welfare transfer,the main working mode of child welfare is established through the construction of government-led mechanisms,including policy support,financial support,establishment of welfare delivery models,and establishment of a sound carrier for child welfare facilities.In terms of welfare acquisition,the actual welfare of children in the Y district is mainly based on policy resources links,assisting with psychological counseling and family mediation services,and the development direction of welfare tends to be diversified.There are still many problems and even dilemmas in social work involving children’s welfare services in the Y area: children’s social work services in the moderately inclusive welfare system have not been fully popularized in the Y area,and the children’s special social work services can only involve preliminary psychological counseling;comprehensive children Legislation of welfare regulations lags behind;social workers are involved in the capacity building of child welfare services in the Y area;the social support network for children’s social welfare services needs to be improved.In order to solve these problems and dilemmas,optimize the child welfare supply model according to law;promoting the deep integration of children’s social work services;building a professional ability system for child welfare social workers;coordinate and improve the cooperation mechanism for providing multiple entities with welfare.
