The function of the public sector is to ensure the quality of the whole society to provide public services and public products, and civil servants is the implementer to perform these functions, their work enthusiasm directly affects the public sector for social governance, implementation and provides the implementation of the administrative functions of social management, their shoulders on the responsibility of building a service-oriented government in our country, civil servants have to provoke the burden should have the spirit of service, the desire to serve the public, as a kind of motivation drives them forward continuously, that is the motivation of public service. If you want to find out the status quo of public service motivation, you must carry on the investigation, measurement and analysis, this is the purpose of this article. This article first through the use of Perry’s questionnaire pilot test was carried out on the Chengdu civil servants public service motivation survey, based on the pilot test results, combined with the opinions of the subjects and the suggestion and the actual situation of our country, and then work out the formal questionnaire, in accordance with this questionnaire investigation into civil servants of Chengdu, it is concluded that the current situation of the civil servant’s public service motivation of Chengdu, the most of the civil service has the right of public service motivation, only a handful of civil servant’s public service motivation there exist certain problems, puts forward some countermeasures and Suggestions accordingly, in order to later public service motivation of the incentive system and provides some references to improve the training mechanism of.First of all, in this paper, the theory research on motivation of public service at home and abroad, from the definition, content, characteristics, measurement and incentives and so on are introduced and discussed. Second, Perry’s questionnaire of civil servants of the staff of Chengdu and quasi civil servants forecast of investigation and interview, reference their opinions, and in combination with the practical situation of our country to fine-tuning, draw up the papers about public service motivation questionnaire. Finally, using the questionnaire a MPA class of civil servants in Chengdu, Chengdu, hosted by the department of civil servants training and servants of the Chengdu city government departments to investigate, through data analysis, to Chengdu civil servants to ascertain the overall level of public service motivation, the four section of the public service motivation (APM, CPI, COM, SS) and the level of the specific indicators; Public service motivation is influenced by individual situation, and the external characteristics of the office work will affect personal motivation level of public services, and so on and so forth.
