The number of vagrants and beggars increased is the hidden trouble of the social harmony and stability. With the rapid transformation of society, the continuous development of economy, significant changes have taken place in the social structure, the importance and urgency of the management work for vagrants and beggars are also increasing. According to relevant data, there are more than1.2million floating population in Dalian, a large number of rural labor force are quickly running to the cities, a new army of temporary resident population is forming in cities, a lot of pressure are brought to the government’s management and city construction, and beggars relief work becomes a big issue to the government.With the study object of the management work for vagrants and beggars in Dalian in this paper, adopt survey research methods and empirical research methods, in the context of exploring the innovation management of vagrants and beggars in our country, try to research how to effectively promote the management of vagrants and beggars in Dalian.On the one hand, by visiting research, to interview with the staff of Dalian Rescue Station, to realize the basic information of the build ing and management method of the management system development for vagrants and beggars in Dalian thorough and detailed; On the other hand, through the questionnaire survey, to research the opinions and suggestions of the people from different social stratums to the management for vagrants and beggars, to grasp the basic situation and demands of the vagrants and beggars. On this basis, to statistical analysis the data which were obtained, to theoretical analysis the result which were researched, to expond the current situation of the management of relief for vagrants and beggars in Dalian, and to clear the difficulty of it in the policy making level and practice level, to focus the point on the problem of the subject of salvage,funding and salvation pattern, to propose reasonable suggestions an last. Combined with the research results and the actual demand, to put forward the countermeasure and suggestion for reforming the relief management, ensuring a harmonious and stable social environment and promoting the environmental construction in Dalian.
