Research On The Theory And Practice Of Relief Management System For Vagrants And Beggars

The long history of begging can be traced back to the origin of social civilization.After the founding of new China,with the rapid development of social urbanization and industrialization,the population flow is frequent,and the development gap between urban and rural areas and regions is further widening.With the in-depth reform of registered residence management system,vagrants and beggars have gradually become a special social group.The problems aroused by the community have aroused strong concern from all walks of life.The role of relief agencies has evolved from manager to server.The various management measures adopted by our government for the relief work of vagrants and beggars have gone through a complex and long process.At present,in the new era of deepening reform,the management of vagrants and beggars is also under unprecedented pressure.Only reform can continue to meet the urgent requirements of China’s economic and social development.From the perspective of social law,this paper focuses on the problems and solutions encountered in the expansion of the scope of the recipients and the functions of institutions,hoping to provide a different way of thinking for solving the related problems in the relief management system of vagrants and beggars in China.This paper is divided into five parts.The first part introduces the two basic concepts of temporary relief and vagrants and beggars,and compares the relief management of vagrants and Beggars with related concepts(Social Relief System).The second part analyzes the value basis of the relief of vagrants and beggars from the two aspects of fair value and order value.The third part first introduces the right of relief enjoyed by vagrants and beggars and its meaning and characteristics.Secondly,it introduces Xi Jinping’s policy of reforming the Huimin based on people,and analyzes the necessity and significance of emphasizing the right of relief for Vagrants and beggars.Thirdly,it discusses the phenomenon of poverty which often appears and discussed in the relevant international conventions and international conferences,and points out that alleviating and eliminating poverty is the basic requirement of protecting human rights.The assistance to vagrants and beggars is conducive to promoting the cause of human rights in China to a new level.Finally,it analyzes the legal basis of vagrants and beggars’ right to relief from the perspective of survival and development.The fourth part is the important content of this paper.Specifically,from the development process,classification,implementation difficulties and targeted solutions of the relief management objects in China,this paper focuses on the relief management objects in China.The fifth part is the innovation.This paper focuses on the functions of the relief management organization for Vagrants and beggars in China from the aspects of the basic status quo,work achievements,existing problems in the functions of the current relief organizations,and relevant suggestions on improving the functions of the relief organizations in China.
