Study On The Rescue Management Of Vagrants And Beggars In Hohhot City

This paper takes the rescue management of vagrants and beggars in Hohhot as the research direction,makes an in-depth analysis of the rescue management mode of social relief agencies,explores the shortcomings of rescue management agencies in the operation of relevant policies and regulations and the problems encountered in the rescue process of vagrants and beggars.To improve and do a good job in the field of urban vagrants and beggars aid management theory and practice.This research is based on Hohhot’s rescue management station.Through interviews with rescue personnel in the station and recent data from the station,it analyzes problems such as relatively simple rescue methods,insufficient coordination and communication between departments,low participation of social forces,poor professional rescue management staff,and inaccurate rescue management services.And from the five aspects of the imperfect construction of laws and regulations,the lack of communication and cooperation mechanism between departments,the participation rate of social organizations in social assistance is not high,the ability of relief management and service is low,and the lack of coping means in the face of professional begging crowd.Finally,suggestions are put forward from the aspects of promoting the construction of laws and regulations,perfecting the cooperation mechanism of departments,introducing multiple subjects to participate in rescue management,improving the ability of rescue management and service,and improving the ability of precise rescue.The content of this study is mainly divided into the following five parts.The first part is the introduction,which explains the research background and significance of salvage management,and analyzes the relevant researches at home and abroad.The second part defines the related concepts of salvage management,expounds the related theories of salvage management,and provides theoretical basis for this study.The third part is an empirical analysis of the basic situation of Hohhot rescue management station.The fourth part is an in-depth analysis of the problems and causes of rescue management in Hohhot.The fifth part puts forward the measures and countermeasures to improve the salvage management.The study found that,first of all,the government,social organizations and other various types of relief subjects to vagrants and beggars have carried out different types of relief practices,but some advanced experience in relief management has not been promoted and applied.The services provided by the rescue and management station are still based on material assistance.Secondly,most of the vagrants and beggars are unwilling to accept the assistance from the rescue management station,which leaves a hidden danger to social security and stability.Finally,the rescue services provided by the rescue management station are basically temporary services,lack of pertinence,especially for minors,lack of systematic measures and management.In view of the above problems,the government and various rescue entities still need to further explore and study.
