After the six major Communist Party of Vietnam,the Central Committee of the Communist Party of Vietnam formally established a comprehensive reform policy centered on economic innovation,marking that Vietnam has entered a new historical stage since then.Starting from the promulgation of the Election Law of deputies to the National Assembly in1991,Vietnam started the reform process of its political system,including the reform of the National Assembly,and achieved good results.In particular,reform measures such as the introduction of direct elections,the expansion of the margin of election,and the establishment of a full-time representative system for the National Assembly are attracting attention.However,while making great achievements,with the deepening of Vietnam’s modernization,many problems have been exposed in the election system of deputies to the National Assembly.For example: the election regulations are not perfect,the division of electoral districts is unreasonable.Both China and Vietnam are the last few socialist countries in the world.There are many similarities in the socialist construction and reform of China and Vietnam.At present,the socialist reform of the two countries has entered a new stage,facing many similar complex problems.Therefore,to study and understand the experience of Vietnam’s renovation and get some enlightenment from it is of some reference significance to the reform of the system of the people’s Congress.However,there are few special research results on the reform of the election system of deputies to the Vietnamese National Assembly at home and abroad.Most of the research results focus on the economic reform of Vietnam,and the number of research results on the reform of the political system of Vietnam is less.Moreover,the materials used are old,and many data have not been updated,so the overall reference value is low.To this end,this thesis sorts out the relevant literature on the reform of the election system of deputies to the Vietnamese National Assembly,and conducts a detailed research on the election system of deputies to the Vietnamese National Assembly,in order to present the overall picture of the reform of the election system of deputies to the Vietnamese National Assembly.Based on the definition of the relevant theories and concepts of the reform of the deputies to the Vietnamese National Assembly,this thesis firstly analyzes the backgroud of the reform of the deputies to the Vietnamese National Assembly election system,and according to the landmark events in the reform of the deputies to the Vietnamese National Assembly election system,divides the reform of the deputies to the Vietnamese National Assembly election system into three stages,namely the reform preparation stage,the reform start-up stage and the reform deepening stage.On this basis,the thesis summarizes and analyzes the main measures taken in the reform of the election system of deputies to the National Assembly in detail,such as: reforming the way of election of deputies to the National Assembly,adopting the principle of direct election,optimizing the composition of deputies to the National Assembly,increasing the proportion of female and minority representatives,etc.Finally,on the basis of the above analysis,this thesis analyzes the structural logic and functional logic of the reform of the deputies’ system in Vietnam’s National Assembly,and summarizes the practical effect and evolutionary direction of the reform of the deputies’ election system in Vietnam’s National Assembly.Practice has proved that the reform of the election system of deputies to the Vietnamese National Assembly has effectively improved the political status of the National Assembly and aroused the enthusiasm of the Vietnamese people to participate in and discuss politics.However,there are still many problems in the electoral law and constituency delineation,which is also the direction that the reform of the election of deputies to the Vietnamese National Assembly should continue to improve in the future.
