Objective:This study is based on the survey of finance staff in Beijing’s hospital. By analyzing the problem of post settings and staffing in hospital, comb the situation of post setting in hospital’s financial sector, clarify the financial department’s organization structure and job functions. Meanwhile, put forward the program in optimizing the allocation of financial personnel, adjust the existing personnel. On the basis of the guarantee of hospital’s efficiency, avoid the waste of human resources. Balancing the working hours and work intensity while reducing headcount in the most greatly.Methods:By combining the typical sampling and random sampling method, choose21tertiary hospital and31secondary hospital as samples. Issuing the questionnaires to the finance directors, and then collecting and inputting the data by excel to understand the situation of hospital financial post settings and staffing. Combining the result of expert interview and literature research, this paper puts forward reasonable organization structure of hospital financial department, standardize the post settings and job responsibilities. By use of Excel and SPSS, grouping the hospitals according to the scale, calculating the number of financial position and the positions portfolio by different groups.Results:(1) Hospital finance department does not distinguish accounting and financial management functions, shortage of staff and one more post is universal.(2) Financial sector jobs will be divided into three parts center, financial accounting, financial management and financial settlement center and clear job responsibilities of each financial center.(3) According to the size, the study divide hospitals into three groups, large-scale, medium-scale and small-scale. Propose two optimization program, combine the financial position, and calculate the number of staffs for each financial positions and positions combination.(4)View the total number of outpatient cashier and inpatient settlement as the dependent variable, annual income, expenses, total assets, number of outpatients and inpatient as independent variables, and then get linear regression model finally.Conclusions:Hospitals need to regulate the financial post settings, distinguish between accounting function and financial management function; Hospital should be appropriately increased financial personnel, tilted to the key positions, and prevent functional absence; Integrate the financial position scientific and reasonable, to achieve optimal allocation of financial personnel, improve efficiency of financial work; Optimizes the allocation of hospital outpatient cashier and inpatient settlement people, by considering relevant factors fully; Clear financial job qualifications and realize matching between people and position.
