At present,the continuous deepening of the medicare reform has brought challenges to public hospitals,meanwhile the hierarchical medical system and medical insurance payment mode have also brought economic pressure to public hospitals of Y province.In order to keep a balance among maintaining the public welfare,ensuring the development of the hospital and payment of medical staff,improving the service level,we must improve the financial management and reduce the costs of the hospital reasonably.So,it's a must to strengthen the training of hospital financial personnel and to establish a high-quality management accounting team.However,no complete training system for financial personnel has established in Y provincial public hospital now.Lacking of basis and plan for training,unscientific curriculum design,disorderly organization,and diversified training programs in different organizations which made the training effect was not obvious.Based on the hypothesis that strengthening the training of financial personnel can improve the level of hospital management and service health care system reform,the paper analyzes the current situation and the problems of financial personnel training in Y provincial public hospitals by using scientific research methods after combing the basic theory of training and training system.Then drawing lessons from the classical training theories,this paper clarifies the ideas and principles for the construction of the training system,meanwhile construct the training system for financial personnel in Y provincial public hospitals from five aspects:defining the responsibility of training management,designing training courses,setting up and managing teacher team,establishing effect evaluation mechanism,and then defining the safeguards of the training system.At last,this paper summarized the research results,and prospected the future research directions.
