China’s economic development have been updating rapidly and the process ofurbanization has been speeding up since the reform and opening up, In order to meetthe needs of land brought by the urbanization, our government decide to relocate theindustry enterprise in the center of the city. At first, in order to ease the contradictionbetween increasing population and limited available land, people reuse the polluted sitewhich is not been governed without considering the survival threat that brought by theindustrial waste, however, the poisoning caused by Brownfield occurred in recent yearsremind us again and again that the government and reuse of Brownfield can not bedelayed any more. Thepaper aims to eliminate the restrictive factors on Brownfield governance through legalaction and to achieve effective management and reuse of Brownfield, so as to realize theprotection of the ecological environment, the full usage of resources and the maximumprotection of the interests of all the people.
