The tobacco is a state monopoly industry. Under the condition of market economy, with growing competition, it means that only for brand competition、technology competition and market competition, especially as the competition of management. Therefore scientifically implementing Six Sigma management with conscious use of the principle and method, can improve product quality, reduce costs and enhance customer satisfaction management performance.Stem is the most important auxiliary tobacco in cigarette, which can improve the taste of cigarette, as well as reduce the tar content. The level of stem threads of sigma depends on the process of physical quality, stem stalk line process control quality synthesis according to certain weight, processing ability of stem quality and more comprehensive. According to the survey before the project of Nanjing cigarette factory, the sigma level was at around3.2, lower than the level of most excellent manufacturers, that imply bigger promotion space, therefore to improve stalk line sigma level becomes a Six Sigma improvement projects. How to construct and implement is the background and starting point in the research.In this paper, based on six sigma management theory, process theory of cigarette, cigarette manufacturing process capability evaluation guidelines, project management, statistics and other disciplines of knowledge, using Six Sigma DMAIC (define, measure, analyze, improve, control) as the key method, at the same time combining analysis research methods, theoretical and empirical research, research how to improve the method of cut stem tobacco six sigma level.In the define phase, project the problem (Y) and determine the stalk line for sigma level4. At the measurement phase of system analysis, through the system diagram, Pareto Diagram, FEMA analysis and other methods, the key factor (X) is determined. At the analysis phase, by hypothesis test and variance analysis methods, the fined X one by one is to be verified, that is the causes of Y fluctuations, i.e. STS steam flow, FBD zone and the three zone temperature. The improvement stage mainly adopts the design of experiment (DOE) methods for the three key factors of X optimal parameters for collocation to verify, ultimately determine the optimal parameters of620kg/h,122℃and72℃, leaving to stalk line sigma level reaching4.15. In order to prevent the problem, control plans is developed by control diagram of the control for X and Y, to ensure the stability of process capability. In this paper, using Six Sigma management statistical technique forms a large number of graphic by MINITAB.The Six Sigma project management method and concrete practice combined together, solve the problem of Nanjing cigarette factory six sigma low level, to enhance the process of cut stem tobacco control ability, improve the quality of cut stems, reduce the loss in the machining process, achieve the expected economic benefits, which made the paper holding utility value of enterprises in tobacco industry and providing a scientific, effective method for improved stability of cut stem tobacco.
