With the development of market economy, transformation of government functions, thevoluntary organizations in our country have made great progress in recent years. The number ofvolunteers has increased year by year. And its social influence has been growing. It demonstratesthe potential of prosperity and development. Relative to the growing voluntary services, there aremany issues in the aspect of volunteer management; especially how to motivate volunteers hasbecome a problem which is worth to study.On the foundation of the analysis of motivation and incentive theory, the third sector theoryand human resource management theory, drawing on the experience of voluntary motivationmechanisms in foreign countries, analyzing the status and the main problems in our voluntarymotivation mechanisms, this paper employs the method of documentation and empirical analysisto ponder over and make reasonable suggestions for our voluntary motivation mechanisms.The present deficiency of volunteer motivation is: the law and policies behindthe development of time service fund lacks seriously; the motivation patterns are not abundantenough; the training for volunteers is insufficient, etc. Aiming at the volunteer incentiveproblems in our country, there are two motivation systems from the external and internal toimprove it. The external motivational measures include:improve policies and regulations;cultivate civic culture; advertise volunteer activities, expand fundraising channels, improve ‘timedollar’ system and establish a scientific performance appraisal methods. The internalmotivational measures include: strengthen the volunteers target incentive; pay attention toemotional and moral incentives; focus on learning and training, strengthen competition systemand implement the negative incentives and other methods.
