| It has been unprecedented changing in past30years in China. The function of family-based old age support is gradually becoming feeble with the development of society economic environment and system structure. Also with the city aging serious increasingly, old age support problem appears accordingly. This problem is related to not only individual and family, but also the whole society.From the Tenth Five Year Plan of economic and social development, it can be seen that the social advancement of social welfare is officially recognized. The main support for the elderly is being transferred from family alone to society shared. In the advancement of social support for the elderly, the aging industry is being developed. The social support for the elderly on the premise for enhancing the life quality of the elderly has achieved remarkable results in the efforts of nation, society and family. In the Twelfth Five Year Plan, the housing, community and institution based support system for the elderly has been suggested, and forms the overall planning of old age support gradually.However, mismatching appears between the real desire of the elderly and the supply of nation under the import of social support for the elderly. As a kind of support, the social support for the elderly should cover the shortage, ease the burden and promote stability of family-based old age support. But through the study, it’s found that the social support for the elderly which is the elderly’s demand oriented by policy itself and undivided responsibility has made offspring’s’consciousness of care for the elderly fading away, and the problem of the elderly’s spiritual needs increasingly prominent. As a sort of multiple welfare practice, the social support for the elderly reflects multipartite participation and efforts. Therefore, it’s necessary to get attention enough on the trend of family-based old age support’s reduction when social resources pouring in. Meanwhile, with the enhancement of old age support pressure in modern society and concept of social support for the elderly, the traditional concept of old age support is impacted considerately. The change of traditional culture under the pressure of realistic demand makes the consciousness of family-based old age support further blurred.The increase of old age support pressure has brought an enormous burden to family-based old age support. However in China now, family is still the main support for the aged. It’s the most basic guarantee for the elderly, and it can meet the inner needs of the elderly. Thus, the advancement of social support for the elderly should also make family as the object of policy assistance. When consolidating the capability of family-based old age support, it should provide assistance of social resources as well. Accordingly, the elderly can be satisfied all round in their old age. |
