Once such event occurs, and the needs including not only stronggovernment rescue forces, as well as the broad participation of various volunteerorganizations, which objectively put forward new requirements on emergency volunteerservice. At present, the researches mainly focus on the management of volunteersorganized by government department and neglect the management organized by NGOvolunteers, or emphasize the norm research and ignore the management of volunteerservice in emergency circumstances. It is necessary guarantee for the efficient andorderly emergency treatment to manage emergency volunteer service and g give fullplay for emergency volunteers.Based the literature review upon the development and evolution of volunteerservice and related research, and focusing on the research background for emergencyvolunteer practices in Sichuan province as, this paper gives a comprehensive analysis ofthe present situation of China’s volunteer service and its challenges, and in-depth studiesthe capability evaluation of the emergency volunteer service and resource schedulingproblems, and further puts forward the content to establish perfect emergency volunteerservice system with measures.This paper from the point of view for the cooperation of both government andNGO in emergency circumstance, analyses the emergency problems and reasonsexisting in the volunteer service, and further puts forward a set of rapid responsemechanism to emergencies. This enriches and perfects the theoretical system ofemergency volunteer services, and provides a theoretical foundation for efficient andorderly volunteer service practices.At the same time, the perfect management system constructed and thecorresponding guarantee mechanisms for emergency voluntary services, will provide uswith experience and policy guidance in response to the natural disasters, such asearthquakes, rainstorm and snowstorm, and provide us with experiences reference and practice guidance for the organization and implementation of emergency voluntaryservices. |
