A Study On Road Property Protection In The Highway Administration

Road property protection is one of the central tasks of road administration and it is animportant issue of road administration research, the level of road property protection isdirectly related to the sustained, healthy and rapid development of transport. Road propertyprotection in our country achieved remarkable results, but deep-seated problems have notbeen revolved. In particular, the occurrence of highway emergencies puts forward higherrequirements for road property protection. How to improve the level of protection of roadproperty to better respond to the new issues is important task of road administration.This article is based on the theoretical and practical needs, using the knowledge ofadministrative management, management, administrative law and institutional economics toanalysis related issues. And it is on the basis of public goods theory, Organizational structuretheory, the theory of administration by law, public service theory and institutional changetheory. This article points out the problems in the system of road property protection and putsforward some countermeasures on the basis of learning from the experience of road propertyprotection in developed countries. These countermeasures include laws and regulations,institutional settings, division of authority, means of protection, law enforcement personnel,funding support, etc. Its purpose is to enrich the related theory of road property protection,explore innovation of road property system and standardize administrative enforcement ofroad property protection to give better play to its role in national economic development.In this paper, I research the system of road property protection by using the methods ofliterature analysis, comparative analysis and come to the following conclusions:government-led is the key element to improve the level of road property protection;institutional innovation is a important way of improving the level of road property protection;serving the public is fundamental purpose of improving the level of road property protection.
