Research On The History Of The Construction Of The CPC Conduct And Of A Clean Government In Rural Grassroots During The Early Days Of The PRC

The Communist Party of China has always attached great importance to theconstruction of the CPC conduct and of a clean government in rural grassroots. To buildthe CPC conduct and a clean government in rural grassroots is an objective requirementof maintaining the Party’s advanced nature and purity, is the premise and guarantee forthe formulation and implementation of the principles and policies of the party’s ruralwork, is the inevitable requirements to consolidate the Party’s ruling foundation in ruralgrassroots and the practical needs of consolidating the people’s democratic regime ofrural grassroots. In the early days of the PRC (1949.10-1956.9), along with the changesof Party’s social status as well as the changes of social environment of Party faced, theconstruction of the CPC conduct and of a clean government in rural grassroots facedwith a grim situation, mainly: the members and cadres of the Party in rural grassrootshave relatively low level of culture and political theories, and the growth of theempiricism and corruption as well as the prevalence of bureaucracy with the command.In order to carry forward the fine Party style, to curb corruption in members andcadres of the Party in the rural grassroots, the CPC has taken a series of measures, suchas to strengthen the Marxist education to the members and cadres of the Party in ruralgrass-roots, to carry out the movement of the rectification and Party consolidation andthe against “new three evils” in rural grassroots, to combine with agricultural mutualcooperation movement and the work of state monopoly for purchase and marketing tocarry out the construction of the CPC conduct and of a clean government in ruralgrassroots as well as to establish and improve the Party’s discipline inspection andsupervision institutions and administrative monitoring body, to do better petition workin rural grassroots. All these strengthening and improvement measures of theconstruction of the CPC conduct and of a clean government in rural grassroots played agood role in creating a fine style and diligent and clean politics atmosphere of themembers and cadres of the Party in rural grassroots, and consolidating the Party’sorganizations and the people’s democratic regime in rural grassroots. There is wealth of historical experience in the success of the construction of theCPC conduct and of a clean government in rural grassroots during the early days of thePRC. Generally speaking, they are the following three aspects: First, adhere to theParty’s mass line, give full play to the supervisory role of the people; Secondly, to carryout the education of the construction of the CPC conduct and of a clean government,give full play to the fundamental role of education; Third, to severely punish the manwho violates the law and discipline, give full play to the warning effects of punishing.Inspired by the construction of the CPC conduct and of a clean government in ruralgrassroots during the early days of the PRC, we must strengthen the ideological andmoral education to the Party members and cadres in the rural grassroots, must give fullplay to the supervisory role of public media, and must further strengthen the petitionwork of the county and below county, must establish comprehensive system to preventand punish the violations of law and regulations, so as to win the new victories in theconstruction of the CPC conduct and of a clean government in rural grassroots.
