The Honest Cultural Construction Basic Experience And Enlightenment To Our Country

To combat corruption and fostering a culture of clean and honest government has become a common problem to every country. At the Party’s Seventeenth Congress, Mr. Hu Jintao had clearly pointed that we need to work harder to foster the culture of clean government. In December2009, the Commission for Discipline Inspection of the Central Committee of the CPC(CCDI) and other six departments published the opinions about fostering a culture of clean government together, which has already helped much to guide us to foster the culture of clean government.When the western countries face the problems of government’s corruption, besides intensifying the efforts of punishing and preventing in the systems and laws, they generally have developed the system of a culture of clean government, and this kind of system has been accepted and followed by the public. The Nordic countries such as Sweden, Finland, Denmark and Norway are the most excellent examples for us in the construction of the culture of clean government in the world, and all of them have achieved the goal of combating corruption and build a clean government with the influence of the culture. Therefore, to foster a culture of clean government, we need to learn from the achievement which the Nordic countries have gained.Owing to the differences of the politics, economy, and the society system from different countries, the problems and situations which we meet in the social life are different too. Every country has its particularity in combating corruption and building a clean government. When we analyze and learn the experience of the Nordic countries, we need to carefully choose the suitable experience for us to learn. And it is also necessary for us to utilize the existing level of the culture of clean government of China, unceasingly supply the scientific and innovative policies and advice during the process of fostering a culture of clean government, and keep reforming and advancing the development of fostering the culture of clean government.This paper makes a systematic analysis about the thesis from four main aspects. The first part is to introduce the background of how to put forward this thesis, the value meaning of researching this project, the research actualities of this project at home and abroad. It also provides some theory supports to the concepts which this paper have involved in, and make a detailed explanation about the main content, basic thinking, and the research methods of this paper. The second part is to make a summary about the Nordic countries’ main methods of fostering a culture of a clean government from four points. It includes treat the government officer as forerunner, treat clean government as base, treat incorruptible government as support, as even-incorruptible society for root. The third part is to make a research about existing situation of the culture of clean government of China, to sum up the achievements which our nation has gained in existing level in fostering the culture of clean government. Besides that it also indicates some prominent problems that we need to solve at the same time, then analyze the deeper level of the idea root which restricts the development of fostering a culture of clean government in China, and to point some principles that we should follow when our country learn and utilize the experience of the other countries’. The last part is to gain various inspirations from the experience of the fostering a culture of clean government of the Nordic countries with analyzing and researching the chapters above.There are almost35000words in total of this paper.
