Analysis On Effective Approach Of Contemporary China’s Government Institutional Reform

Since the reform and opening up, Chinese government institutions has started reform progress forced by the situation of rapid development of economic society and achieved many progress by groping its way. This article makes some thought and research of China’s government institutional reform, Firstly, Summed up the point of view of government institution-building in Marxist classics, including Marx’s building "cheap government", Mao Zedong ’s " Streamline the organization" and Deng Xiaoping’s "view institutional reform as revolution". Secondly, make a brief review of the main theories of government reform in Western countries Including bureaucracy, new public management and holistic governance. The third, make a brief review of the effectiveness of the government institutional reform since the reform and opening up, and give serious thought to the problems and deficiencies. The forth, finding the problems of setting and running in contemporary China’s government agencies. Finally, focus on analysis of the value orientation of the reform of government institutions, and proposed to achieve a valid path. Such as adapted to local conditions, different levels and local administrative bodies should be set to meet the actual needs; draw a clear line between the government, the market and the social, deepen the reform of administrative examination and approval system, and enhance the vitality of social organizations, market-oriented implementation of public services; implement essence reform, the establishment of mutual restraint and coordinated decision-making, implementation and monitoring mechanisms, to optimize the organizational structure of government, improve work efficiency and quality of public services; strict control over staffing, to ensure that the total amount of the civil service establishment controlled, scientific management staffing, flexible employment system, and the introduction of the law; grasp the reform strategy, the implementation of gradual reform, adjust the incremental benefits etc.
