Public institutions are an important force in China’s socialist modernization drive.And they are the main carriers of public services and play a very important role in promoting economic and social development,promoting social progress and improving people’s lives.Since the reform and opening up,the Party Central Committee and the State Council have attached great importance to the development and reform of public institutions.And all regions actively explore the reform of public institutions.In 2011 the "Guiding Opinions on the Reform of Classification and Promotion of Institutions" was put forward,requires that public institutions should carry out optimization and reform from actual production and operation activities and public service,which production and operation public institutions have put forward clear requirements.Studying and analyzing the problems existing in production and operation institutions,exploring and proposing ways and countermeasures to solve problems,play a positive role in promoting building an organizational structure for production and operation public institutions to adapt to market-oriented development,establishing a modern enterprise management system,and achieving a better economy and society.Based on the background of China’s production and management institution reform,this paper takes Q City Highway Engineering Office as a case,analyzes the main difficulties and puts forward the optimization path of reform.Firstly,sort out and summarize the relevant literature on the reform of public institutions at home and abroad,provide ideas for the research of the paper.Secondly,expound the general situation of our country management type institution reform,include its connotation,necessity,course.Then,taking the new public management theory,institutional change theory and cooperative governance theory as the theoretical basis,analyze the risks and dilemmas in the reform process combining with the reform practice in Q City Highway Engineering Office.At present,there are unclear property rights systems in the process of reform and transformation of production and operation institutions in China.There are bottlenecks in structural design and effective arrangements,structural governance problems,institutional dependence and pattern differences,personnel diversion and talent protection,lack of competitiveness and management capacity that is prone to social risks and other issues.Finally,in response to the above problems,using literature analysis,case analysis and other methods,several specific optimization schemes were developed such as: proposing a diversified property rights system to promote the reform of the shareholding system,improving the corporate governance structure and the binding incentive mechanism,differentiating treatment and giving consideration to interests,smoothing transition of personnel relations,improving the company’s own operational capacity so that we willsteadily advance the reform process and ensure optimal paths of social stability and unity and others.It is hoped that these optimization schemes can provide some help to the reform of the transformation of the Q City Highway Engineering Office,and also provide practical support and reference suggestions for the transformation of other production and operation public institutions in China.
