Emergency System Construction In Liaoning Province

China，as one of the countries that have the highest frequency and variety ofcalamity in the world,there are many problems in emergency management. Forinstance,emergency management theory is immature, and foundation is weak，structure，mechanism and legal system is not improved. However，there are still lackof mature management theories and urban management often lags behind thedemands of unexpected events. There are also many problems existing in emergencysystem construction about unexpected events of Liaoning. the author works in localauthorities, has participated in emergency management affairs, Therefore，this thesisis committed to do some exploratory studies on it．In order to give qualitative analysis on emergency management aboutunexpected events of Liaoning, this thesis uses a field survey, interviews andliterature method to get some in—depth understandings on it and master the status ofemergency management in other domestic cities and understand the history，currentsituation and future trend of this，the thesis objectively analyzes emergencymanagement about unexpected events of Liaoning，and introduces in from theorganizational system， plans for system， operating mechanism and safeguardmechanism. The thesis sums up its achievements，at the same time，it totally analyzesproblems and reasons that exist. Aiming at this，the thesis uses the advancedexperience of emergency management about unexpected events in the USA，Japan，Germany for reference．It also uses the basic theories of and disastrology，emergencysystem construction and open and complicated macro—system to present measuresmake it perfect combined with the reform process and the development trend．This paper holds that the emergency system construction about unexpectedevents of Liaoning should be improved in the following aspects：improving theorganizational system of major activities；building the Emergency Mutual Aid Lapincluding Shenyang，Anshan，Fushun，Yingkou，Benxi，Liaoyang and Tieling; the thesis proposes the actual situation of Liaoning province，the thesis proposes themethods to improve the social mobilization mechanism．...
