The Social Assistance And Management Of Urban Vagrants And Beggars

Vagrants and beggars have been common social phenomena in the history around theworld, large amount of vagrants has become one critical factor that impact the social stabilityand harmony. It’s one important issue for the government to take effective social assistanceand management actions. After the founding of PRC, China has experienced the transitionfrom detention and repatriation system to social assistance system, which represents thedevelopment process of compulsory to voluntary and management. However, according tothe currently actual situation, the problem of social assistance of urban vagrants and beggarshas not been well solved. There is still some indispensable vulnerability of current assistancesystem, which needs to be improved.Guangzhou represents the front position of Reform and Opening, economicdevelopment and at the same time, a lot of new social contradictions appear, a lot of existenceof social assistance for vagrants and beggars and management a greater challenge. Therefore,the investigation and analysis of the situation of Guangzhou city can lead to comprehensiveand concrete understanding of the whole phenomenon characteristics.This paper has summarized the previous research results on social assistance of vagrantsand beggars and conducted systematic study of current research theory. Based on theempirical study method, this paper includes interview with vagrants and beggars inGuangzhou, investigation on the government agency and public survey. It has analyzed thephenomena of vagrants and beggars in Guangzhou, points out the new group characteristicsof vagrants and beggars in new period, and indicates the root cause of the phenomena.Simultaneously, it conducts in-depth analysis of the problem of social assistance andmanagement in Guangzhou and seeks for root causes.Also, this paper raises countermeasures and suggestions to improve the social assistanceof vagrants and beggars and provides comprehensive explanation from various perspectiveslike differentiated assistance and management, institutional construction and cultureestablishment etc.
