Since2002the government employee system pilots in China’s jilin province, in all parts of thecountry promote constantly, alleviates effectively the local government’s demand for professionaland technical personnel. In the process of Hedong new city in Liaoyang City development, the newcity management committee to solve the problem of shortage of talent, has adopted system ofgovernment employees, absorb all kinds of hundreds of professional and technical personnelengaged in Hedong new town development and management.How to carries on the effectivemanagement of government employees, improve the government employees workenthusiasm,improve work efficiency, Among them, the government employee performancemanagement is the core of human resource management.This paper takes Liaoyang City Hedong new town government employees for the study, combfoundation for enterprise performance management and government performance managerial theory.comprehensive analysis of the current situation of hedong new town government employeeperformance management, tries to find the main problems, analyze the causes of these problems, andin the light of these problems, the integrated use of the enterprise and the government’s performancemanagement theory,constructs an index system of hedong new town government employeeperformance management, elaborated it from all aspects of employee performance management,builds employee performance management each link are discussed, for the ac hedong newgovernment employees appraisal method to lay the foundation.Research shows that, hedong new town copy of the evaluation of civil servant’s performancemanagement of government employee performance, has a certain effect in practice, but there aremany problems, it is difficult to reflect the government employee performance accurately,objectively, fairly, which leads to the enthusiasm of employee’s job is not high, reduced workefficiency.This paper uses the relevant theories of performance management synthetically,combined with the actual work of performance management index system of Hedong new towngovernment, and Thinking on implement a performance management system, and provides a basisfor improvement of Hedong new town government employee performance management.At thesame time, also provides a case study on government’s employee performance management, enriching the government employees performance management research is meaningful.
