With the advent of economic globalization and the new public management movement, a vigorous government reform movement have launched around the world. To a certain extent, this government reform movement has subverted the traditional concept of government administration. Entrepreneurship and market-based management has been introduced to the ideas of government administration. Government employees system is the product of this reform movement. As a representative of the traditional bureaucratic, the civil service system emphasized strict hierarchical system, but the government employees system even more flexible and efficient. The government personnel system reform which is represented by government employees has came into being.Since the 1980s, China's civil service system has developed and improved with numerous reforms. But there are many problems in the recruitment assessment, assessment and even retirement To speed up administrative reform and improve the efficiency of government work, the Jilin Provincial Government introduced the first system of government employees in 2002. The governments of many other provinces have also introduced the new government personnel system after thatThe introduction of government employees system, some people believe it can be a useful complement to the existing civil service system,can even activate the existing civil service system,can improve the efficiency of the civil service,can address the government badly needs to solve public problems. However, the implementation of the government employees in China for several years, we encountered many problems: the recruitment process was not standardized, the controversy of high-pay, the identity of government employees is not clear and so on.In order to improve and develop our system of government employees, we must attach great importance to the problems we have encountered in the development of government employees system. We must seek one of the optimal path to combine the government employee system and the civil service system, so that they become mutual support of the government personnel system, which can jointly promote the improvement of the efficiency of our governmentIn this paper, comparative research method are used to compare the government employees system of Jilin, Nanjing and Shenzhen three provinces. Through the analysis of these three cases, we can summarize our experience of improvement of the system of government employees. On this basis, we make conclusions about what our government employees system should be and how can it be built..In short, we must improve our system of government employees, employees of government civil service system and build the harmonious relationship between them. We must continue to improve the system of government employees. Clearing the identity of government employees and defining their relationship with civil servants.
