It is accompanied by the worldwide trend of new public management, which is a useful innovation in personnel management systems of government for enhancing the level of government administration and public service efficiency. In 2002,following Jilin Province that is first to introduce and implement the system of government employees, some cities started to try out the system of government employees, such as Wuxi, Shanghai, Changsha, Wuhan, Guangzhou, Zhuhai, Shenzhen, Qingdao,Gradually, the modes of Jilin, Zhuhai and Shenzhen become the represents of the government employees system mode, then government employees system has been developing in China as if springing up like mushrooms, and got a lot of attention from the society. However, some people approve of it, some disagree.The system of government employees in China based on the New Public Management Theory, and learn the successful experiences from Western Reinventing Government. This is in line with the reform of government administrative system and the basic value orientation of public service model innovation, is the inevitable choice to improve their own government ability after joining the World Trade Organization. In addition, the government employee system means effective way to improve the level of government administration and public service efficiency, for building service-oriented government, it must be taken in the government human resource management, under the socialist market economic system, is also important manifestation to the government as the principal part in human resource competition. In China, Government employee system must has the logical driving factors as a new thing is widely implemented. But the development time of government employee system in China is relatively short, meanwhile, domestic political, economic, cultural, and legal aspects related mechanism is not perfect, therefore, the provisional measure in different areas is also confronted with many obstacles, there have been many problems exist with this kind of worry, these problems has brought negative impact to exploit the system's advantages to the full and development.Certainly, the development and improvement of any things need a process, government employee system yet. As long as it is used for national reform and development, we should dare to experiment, whereafter we through keeping improving the relevant systems, exploit its advantages to the full and restraint drawbacks.As the special nature of government functions, the existence of the traditional civil service system are reasonable and irreplaceable, it is still the main body of government personnel management system. Government employee system and civil service system should be complementary and mutually reinforcing relationship, which together perform the functions of government personnel management, they play their respective advantages and complete tasks of the government human resource development and management efficiently. |
