Urban grid management willbring giant changes to the urban management system in the future. We need changefrom the existing static management system to the dynamic management systems.Besides, we also need to set up a new mode which takes question as the direction,based on procedure. Meanwhile, the range and the content of urban gridmanagement become more and more complicated, and it need face from the urbanmanagement of the centre and expanding to every suburb and residential quarter.Atlast, it also set up grid management system, and bring more service to the people andsupply public goods. To all these change，we should study the urban grid operationsystem and set up a new operation system.This paper analysis development trend of urban grid management and someproblems at first, and put forward urban grid management overall operating frame according to grid management system expansion. It also system analysis touched offmechanism, execution mechanism, coordinating mechanism， supervisionmechanism, appraised and feedback the mechanism resource distribution mechanismetc, and give a system solution. Finally, as management system background withShanghai city and Fengxian district case, we can find the problems and give the wayto solve it.
