Urban Street (community) Grid Management Research

The rapid development of social economic raises higher requirement of city management.How to transform government function from "management" to "service" is a challenge of the government administration wisdom,this is also the concentration of modern social researches.During the elementary governments’ transition and upgrade of government function,a newly born management model called Community Gridded Management(CGM)was an innovation to the exploration of city management model.This paper starts with the development of the theory of foreign community management and the domestic city grid management,defining and analyzing the related concepts of grid management at the grass-roots level.The third chapter,combined with author’s actual work,the Qingdao X Subdistrict Office city grid management are discussed,and the paper also analyzes the operation framework,operation mechanism,personnel guarantee,resource allocation system and innovation project of the grid management in the Subdistrict Office.The fourth chapter,from the service,management,supervision and team construction of the street(community)grid,the author analyzes the problems and reasons of the grid in the street(community).It is suggested that the grid management of urban streets(communities)should be improved from six aspects.Are: strengthen service,everyone involved in city governance;strengthening mechanism,improve the supervision and assessment system of grid management;strengthen cooperation,realize the overall governance;fine management,reduce operating costs;to strengthen the autonomy,regulate grid management;strengthen the construction of talent,improve the comprehensive quality of the team.Finally draws the conclusion: The grid management not only effectively integrates the resources of the government and society,but also improves the administrative efficiency of the government,and brings new vitality and impetus to the social management at the grass-roots level.
